Cruise control is electrical -- amplifier drives a servo motor (reversable). The gld site has some good instructions.

Both the servo and the amp can go bad -- if the servo get stuck it will fry the amp -- seems MB hasn't learned about current limiting circuits yet.

It is possible that the servo is dirty and can be cleaned, but you will have to test it. Make sure it is working properly, as a shorted one will fry not only the amp, but the MB test equipment, too!

And don't forget to do the electical checks on the switch, too -- the one in the TE is "floppy", and I'm sure that is why the CC doesn't work -- won't stay engaged (amp is probably bad, too, but for sure the switch).
