We need more details.

Are you talking about the valves ontop of the engine that control the EGR or on the top rear of the IP that controls the tranny shifting firmness.

It could be a model without an EGR or it has a manual transmission.

EDIT: A 79 300D should have a mechanical rod going to the tranny, not a vacuum valve.
