Mexicans. Possibly Mexican army as this wouldn't be the first time the Mexican army has crossed the US border in the last couple of years. However most likely drug smugglers or coyotes. There was a National Park ranger murdered in Sahuaro National Park down by Tucson a couple of years ago by coyotes but of course nothing was done about it. And now our National "Guard" has order to retreat. Priceless. Makes me almost want to vommit.
