The starter could have a dead spot in it. I had the same problem on my Celica. I brought a rebuilt starter and they over tighten the contacts. Which made the new starter bad also. Talk about pulling your hair out trying to figure out the problem. Now when I buy any rebuilt parts if they can be tested I insist that they test them first.
