Won't start

Check for spark at every plug to confirm cap and rotor are good.
The volume of fuel from the fuel dist. at cranking is going to be very low and measuring pressure is going to be tough without the proper guage.
You could confirm that you're dealing with a fuel issue by pouring about 10cc of gas into the air flow meter and cranking, If it starts and dies you've got ignition and can spend your time tracking down the fuel problem.
If I remember correctly 89s had two pumps, If either one fails the car won't run.
