Leaking fuel line o-ring seals are usually responsible for hard starts. Starter has to turn IP until it has evacuated all air and re-primed itself in order for it to be able to start. Parking nose downhill usually helps and helps also with locating leaks.
Yes the car is in Utah..

the leaking fuel line o-rings makes sense..

I'll check and see if the the mechanic addressed those issues
