He followed for a bit but the guy jumped off on an offramp at the last second and he lost him, but not before getting a partial plate number. hopefully he will be able to track down that ******* and get his car fixed.

I don't know about other states but here in maryland the police can ticket you for not removing the ice from your vehicle.
Holy crap- I hope your friend is o.k. and that the cops catch that guy. If I have to drive behind someone after its been snowing I stay pretty far back, classic little old day move I know but I have seen sheets just come off cars and mini vans like razors!
