I am more familiar with the ontario regulations, not so much BC, so check with your local authorites.
Three weeks ago I took a bus to Chicago from London Ontario, to buy 380 SEC, I already informed my insurance company, and had the seller fax the title to the us border.
I then went to the BMV (indiana) and got a temporary permit, then I drove the car to the canadian border, stopped on the US side to get the title stamped, Crossed to canada paid duty(6%), taxes(6%) and AC($100) fee, then took the car for an Ontario Safety, then to the MTO (DMV equivelent) to get it licensed in ontario.
Overall easy process, in ontario we dont require emissions testing on cars that old, again im not familiar with BC.
Good luck.
