I certainly am not going to drive at over 130 MPH on any public roads in the USA. It's too dangerous, unless you're very careful about conditions. Most drivers who drive very fast tell themselves that they're in control, but unless you drive the route first, and ensure that there are no other cars, you are not in complete control of your destiny.

That said, Hatterasguy has it right. What if I want to make it an off-road car? The the feds have nothing to say, but rather you listen to whatever racing organization you're under. Perhaps you can get parts from Germany to make this possible.
