How do I know if my blower regulator is the culprit for my blower motor not working?

I measured the voltage at that goes into the blower motor and I get 12.xx volts. So I'm getting power to the motor, but the motor doesnt work. Does that only mean that the blower is broken?

Or could the regulator also be broken even though I'm getting power???
