If you put the link and plate in place and back up the link with a body dolly or large hammer while carefully peening the pins over the plate with a ball peen hammer, you can get a good crimp without the tool. Feel of the plate to find the smooth side and put it toward the plate. This will give more area to crimp(peen) against.
