No, I have seen them on a number of occasions. Some grade schools have them (well, junior versions anyway), which makes perfect sense. We also have them at my Guard unit in the hangar, where aircraft maintenance can leave one's hands pretty nasty -- it's nice to have those foot-controls. I have seen them in other hangars, too, when TDY to other bases and even other countries. The French had one installed in their hangar bathroom in Istres when we were there even!
