Please check the flat metal strip fuse, located in a small black plastic compartment (about half the size of a matchbox) which is located just forward of the main fuse box.
It should be either 30 or 35 amps and protects the fan motor.
If the fan does not turn freely I think you should replace it.
The hot wire to the fan has constant 12 volts and the system varies the ground side to control the motor speed. Check voltage at the blue and red wires to the fan (not the red wire and ground).
To test the fan, with it securely in place, with the ignition on, run a wire from the battery ground directly to where the blue wire goes on the fan...if the fan is good it will run.
Don't worry about the climate control wheel at this time.
