As I remember having removed mine a while back you must remove the mirror first by taking hold of the mirror assy. and pulling straight down, it takes a healthy pull to un snap it but when removed you will have access to remove the light panal. As for refinishing it I carefully wipe the housing down with some laquer thinner, use it spairingly and I found that Dupli-color spray makes a great plastic or vinyl dye which really works great if you can find the right color.
