It seems that this is the problem guys!! Thank goodness. I checked into it and the lug botls are just a hair to long... I was able to look through one of the mounting holes when it would pass over the emergency brake linkages. and it was clear as to where they were rubbing.

So now I'm looking at taking them down a little.
