It would help, but probably overkill for the symptoms you've described.
Sounds like a full-circle tune-up would take care of a lot of those issues. The oil consumption could be vave stem seals, which I believe can be done without removing the head.
I could be off base on all of this, but a complete overhaul is such a drastic (and expensive) step, when 99.999% of the issues can be addressed on the top end.
