Two comments.

Wheels are balanced is open to debate. If it were me I would find a shop with the Hunter GSP9700 and have the front wheels balanced (or all 4). Specify plastic weights , not stick on weights. Believe me when they are done your wheels have been checked for out of round, and the tires are really balanced. www.gsp9700.com Find a dealer routine.

Then you have to have someone who knows how to do it, check the front suspension components,bearing play, balljoints, control arm bushings (probably toast), tie-rods, idler arm bushing, etc. Fix what's wrong and on you go.

If the vibration is speed dependent, then you could try swapping tires front to rear to determine whether it's a tire issue.
