This also perfecetly illustrates why there will NEVER be a VAT or comsumption tax in America. The code as you correctly state, is a tool for social engineering as well as revenue raising. Jobs credit, investment credit, maunfacturing credit, enegry tax credit, rehab credits, and on and on and on..
