Indeed! You can see the difference just flying over. Everybody lives on a cul-de-sac which leads to a single feeder road. Other urban areas have a normal grid pattern so you have multiple routes, which reduce traffic jams. So its either horrible traffic, or shell out an unattainable amout of money for a decent house close-in to DC.
Most towns that boomed in the middle of the last century are very car-centric. Urban planners did not foresee $4 gas.
