The resistance between the block and the frame should not be measurable with a normal meter. It is in the order of .001 ohms or so. It is a short piece of heavy copper wire. You need special low resistance measuring equipment to read its value.
I suspect the resistance you are reading is in the test leads of the meter you are using. If the engine cranks properly there is not a resistance problem in the cables from the battery to the starter circuits.
I don't know what a "Pertonix" is but you might have resistance or wiring problems elsewhere. Unlikely that it is the ground strap if you can start the car.
