Your shutoff valve is bad if you're getting 20" of vacuum at the brown line with the key off, and it still isn't shutting off immediately. There's a diaphragm in there that eventually splits due to years of high heat under the hood.
It would help to know what car we're talking about here, because the 61x IP's are quite a bit different than the 60x IP's. Putting your car(s) in your signature line is very helpful.
And as to the smoke, it's probably just burning off carbon during the Italian tuneup...perfectly normal. If it is a recurring problem, something may be awry, and you'll probably benefit from taking a closer look.
