Thanks for the feedback. The tensioner shaft takes a #10 external torx and I have used that in the past just to move the tensioner in order to replace the belt. Looks like the retaining nut indeed may take a box end with significant offset. I don't recall seeing the plastic cover -- perhaps this one is missing? May be a while before I get to this one. Will report when I do.
