Looks like a very nice example of a W124 as well. CNN has some pictures from a person who walked by the incident as it was happening. To me it appears to be an amateurish attempt by some idiot(s) who don't have very good connections.
If they had used an old W123 the terror effect would have been much more substantial. Cuts from rusty metal can be pretty nasty.
