My buddies F250 is like that. You stick it into 4 hi, and in oreder to get outta 4, you gotta back it up for a bit.
......and listen for the click - driving it that far you probably have some serious pressure on the transfer case.

Not sure what year you have but do you have your foot on the brake in neutral? It may also not be getting the brake input to the transfer selector (if it's the newer electronic shift)
