Fuse 7 is relay coil fuse..that is Ok b/c you have a clicking relay.
Your problem is No power to Load side of relay [ 30]
This is fed from aux fuse holder F22/2..that should be to the left of the fuse box ..it will have heavy Red leads in/out. I do not believe you are looking at the correct fuse holder b/c fan aux holder should be 30A..
The best test for these type fuses is to take a 12v test lamp reading on BOTH sides of fuse b/c they look fine and will fool you [ or just jumper them with a fused jumper.]
Of course , make sure key is ON...
