Another ignition switch/tumbler question

I am about searched out, and can't seem to grasp this issue.

Does the black cover on the ignition switch need to come out before inserting paper clips, hangar wire, or special tool?

I am having a heck of a time.. paper clips don't seem to be strong enough, not sure if the hangar wire is to "thick", although it is strong.

any thoughts... ? I prefer not taking this to a tech and have him pop it out in seconds..

Approximate length of wires needed...seems like the paint on the hangar is worn off at about 1 3/4 inches or so... i can get the exact measurements

The key is in position one with no problem
