Where do I locate this regulator and what does it look like?

Tonight or tomorrow I will be trying to remove door panel to assess the situation. I will get back with a progress report.

This is my first Benz and it is the best car I have ever owned. Now to fix a few issues. Also the passenger fog lamp is out. How do I remove it? Everything seems sealed and unaccessable. I never had a car that was so weathertight.
