The two piece handle indicates it's likely an Asian import. They're usually not worth repairing, as parts can be very difficult to find. A little patience, however, and I'm sure you can locate the necessary seals.

As for lowering the jack, it looks like the twist-handle variety. There should be a cog at the end of the handle which engages another cog to control the valve.

I'd have passed on that jack, because I've repaired an import jack before, and it was basically more work than it was worth to find the correct parts, but I wish you luck with it.
