As for lowering the jack, it looks like the twist-handle variety. There should be a cog at the end of the handle which engages another cog to control the valve.

I'd have passed on that jack, because I've repaired an import jack before, and it was basically more work than it was worth to find the correct parts, but I wish you luck with it.
Well, for $10 I figured I would grab it anyway.
