The item in the photo you are pointing to is the external, mechanical idle speed adjustment. Normally this never needs to be touched. It's adjusted with the ELR (electronic idle speed control) disconnected, set to something like 520 or 550 rpm. Then you connect the ELR and set the knob to position 4, which should be 620-640 rpm. If your idle speed is down <600, it's likely there's a bad connection or broken wire near the ELR. (The ELR actuator is the big, round, red thingy at the top/rear of the pump, with the 2-prong electrical connector pointing upward.)
