I'll start with #2 because it is easy. That display is LCD, backlit with three red and three white bulbs. You are running on two white bulbs. I would recommend replacing all of the white bulbs while you have the cluster out. The reds don't run very much, and probably will work for a long time to come. Search for 210 instrument panel for instructions.
As for 1, I think there's a wiki article about that one. There is a screw that loosens. Unfortunately, you have to remove the steering wheel to access it.
