Something isn't hanging together here. The 69 liters/879.7 km = 7.84 l / 100km not 9.2/100km. The miles and liters you quote would indeed give you the 30 mpg which honestly is hard to believe but that is what the numbers say. On the other hand as pointed out above the 9.2/100 km is around 26 mpg which is more in line with expectations. So what are the raw numbers you used?
