92 190e 2.3 will not start...excessive fuel

I inherited a 92 190e 2.3 and the darn thing will not start. Here what we checked so far.
1.spark test was strong
2. compression check was 140 all cylinders
3. it seemed to be timed
4. It appeared to us that we were getting excessive fuel in all cylinders because all the plug were black and wet.

what would be the next logical step .......
Our thinking is that the air fuel relay maybe malfunctioning causing a choking effect.
the cam sensor is bad
the crank sensor is bad
one or all three!
I need input on where to start looking, i appreciate any suggestion you may offer.
