Sugar does nothing more than fine sand would do-it doesn't dissolve in gas. I suspect that powdered soap is about the same.
That said, I wouldn't risk some of the finer particles being drawn into the system and causing problems. I'd flush the tank and after settling and filtering, burn the flushant in my lawn mower.
