Vacuum has nothing to do with it not starting, that's an electrical issue.

Remove the drivers side knee panel.
Look for a brown vacuum line coming from the keyswitch.
Detach it and either use a mityvac or suck on the tube to shut it off.

It's not pretty, but it will work until you can fix the hood cable.
