The best test for those strip fuses is to test both sides with a 12v test lamp while you have the key ON and fan set to high position [ Defrost] These fuses will pass a DMM continuity test and conduct fine with no load , but as soon as there is a current draw from the blower , they stop conducting. I see this fuse fool a lot of experienced guys..it is always my first 'No Blower" test..
It is common for any poor connection to break contact only under load ...the aux Fan resistor terminals are another example of the same type condition. As are the Benz type fuses..you give them a spin and off you go.
