Holy hallelula!
It seems to be working again.

Shut it down... again... took out the new battery and pressed the CMOS restet button and reinserted the battery... again... Set the time on the CMOS... again... and it's been keeping time for over 3 hours (a new record) and the correct time even survived a restart and a shut down/start.

It's funny, with a light switch if you turn it on and it dosen't work, it's a burned out light bulb, but with a computer, you have to turn it on and off one time past possible usefulness for it to start working again.

BTW the time-zone is good - washed like a bottle of spray cleaner sprayed onto a paper towel and the mother board et all wiped with said towel - and it's a cheapo Compaq evo D510. Thanks for your time. I'm keeping my fingers crossed that its still chugging in the AM.
