91 300TE 124,000 miles

Blower motor sounds good but will not switch speeds, stays at a medium? speed only. The fuse on the left front shock tower area is new and I tried jumpering the fuse...tried a dash pushbutton unit that was known to be good from another car...no changes.

Any suggestions would be appreciated, thanks!!!!!!
