huh? Germany was divided by the allied powers in 1945 into military zones. There was no German government until 1955 when the three allies (France, UK, and USA) set up the Federal German Republic. The USSR opted out and turned its zone into the German Democratic Republic. The did not get together until 1991(after the wall came down in '89) These partitions and unifications had nothing to do with how well the German people "played" together but were a direct result of deNAZIfication and the Cold War.

If we were to partition Iraq, it should have been done in 2003. I think it is too late to devolve their country for them. After all they do have a central government and a constitution. Who are we to break them up? According to Hillary and Obama we should not be there right now. Imagine if we to tell the Iraqis that we decided to break up their country. Hey you know, if we do that, it could be a catalyst to bring them all together. hmmm somethign to think about.
