I agree 100% with Tecqboy. My belt tensioner failed as well. First sign is squealing like heck. Next is stuff stops turning.

You don't want to get to that point driving in Vegas
There are no other adjustments for the belt. The tensioner does it all. A new tensioner is easy to get and not too expensive.
As for the dimmer situation. I forgot about the combination relay in the rack behind your fuses. It could also be causing the problem.
