Trans cooler line issue

I took off the right side transmission cooler line because it had a hole in it, and I wanted to weld it.

When I took it off, I had my oil drain pan under the connection to the transmission pan to get the little bit of fluid that comes out. Welded the hole, maneuvered it back into place, and found a washer in the funnel of the drain pan. Since the bolt for the line to the trans had one on it between the bolt head and line, I assumed this one went on the other side. I also wasn't able to get a torque wrench on the bolt because the handle is too long so I just tapped the wrench with a hammer after I got it as tight as I could.

I've got a drip from the bolt now. Is the line supposed to have two washers and it's just not tight enough, or do I need to take the 2nd one off?
