It's normal for delayed shifts when the car is started cold. It is a feature of the shift delay module which is located on the firewall on the drivers side. Identify it by locating a vacuum hose coming into it from the nearby check valve and a blue/aqua vacuum hose coming out of it going down past the oil filter to the transmission. What it does is extend the bowden cable for higher shift points till the catalytic converter is warmed up. Mine is failing, I get a fault code 26 from the black box and the car shifts normal from start up. When operating correctly I believe it delays shifting till you hit around 3-3.2K RPM instead of shifting at around 2K.
