I've got the OSRAM Silverstars (Euro version, not blue tinted USA version) in a few cars. They're quite good, lifetime can be a bit disappointing.
I think you've got to get the bulbs properly installed before taking any further steps. Overall illumination should be very good even with plain old bulbs
