I used the POR-15 tank sealer on my motorcycle tank. It was rusted inside and the rust got through the tank screen and clogged the carbs. I think the tank sealer worked VERY well. Now I don't need to keep the tank completely full of gas at all times.
The crud and rust removal would be a pretty involved project for the size of the tank in the car. You could tank the tank to a radiator shop and have them clean it out for you. Then use the POR-15 metal ready, dry the tank with a heat gun and seal it.
