In US, we can take proof of ownership with vehicle identification number and get new key for $20. Ignition tumbler is $90. I never did door tumbler/lock.

Windshield wiper motor is probably worn out. It takes more time to remove all the surrounding plastic than to disassemble the wiper motor and its transmission. Might as well remove wiper motor assembly, clean, lubricate and reinstall. Maybe you'll be lucky.
