Acceleration Problems

Hi Guys,
A quick question. I have a 1981 300SD. I have noticed that when I get below a quarter tank of fuel that I will occasionally have slow acceleration, especially when I am on a hill. Otherwise the car drives fine. Fuel filters were changed about 3k miles ago and the prefilter has only a few black specks in it. I have also noticed that the fuel gauge has a tendency to occasionally "stick" and bounce around when it gets to a quarter of a tank.

Is this likely a dirty fuel screen in the tank or is there something else I should be looking for. The car only has 78,000 miles on it, but did sit with minimal yearly miles until I bought it about 3 months ago. I have checked the throttle linkages and they all appear fine. I stress that this is only occasional and only with less than a quarter tank of fuel. As always, all ideas appreciated. Thanks.
