Is EGR supposed to be here?

Good question, and I think you're right about the EGR. The service manual says, "In USA, beginning with model year 1980 for California and starting with model year 1981 for Federal and California, engine 617.950 is provided with an EGR."

I'm still confused about what's supposed to be on top of the valve cover though. What is supposed to be there?
