I did my vacuum pods in the summer of '06, in my 124 wagon and I didn't need to pull or lower my steering wheel to get the dash off. I just extended it all the way out and the dash slipped up over it. I know the FSM says to remove it, but I already had enough parts spread over one bay of my garage. I'm not that skilled a diyer, so I'm not sure how I did it. I wish I had taken some pictures.
