The blower motor and regulator are under the passenger side knee footwell and are accessed by removing the cloth covered panel above your knees.

Failed regulators are common on W210s; I believe yours is not repalceable individually but would reguire and new reg, new mounting plant and new blower.

You should test yourr blower to cofirm it is working and the reg too as the problem could also be the CCU controler.
