I've had that type of problem in the past...

#1.) Call the phone company...mention the time and details of the call...they will advise you to file a complaint w/the police...

#2.) Then call the police...file whatever paperwork they require for harrassing phone calls...BTW, they will ask if you've already called your phone company (sorta' a "catch-22" scenario, if you will...) about the incident...advise them that they are already Step #2....

#3.) Once the police have the paperwork moving, you call the phone company back and then they advise you to keep track of the suspected phone calls...detailing when and at what time they came in...any conversation that ensued...and when the call terminated...keep a pad of paper near the phone...and remember...the more details...the better!

#4.) Once you get a call, immediately contact the phone company with the details...they'll retrieve their data...if it matches, they then contact the authorities, the authorities will contact the offenders...

#5.) You may (or maybe not) get a call from the DA's office...if you do, they'll ask if you "...want to file a complaint at this time?" They'll may give some details (such as; who called you...if they're sorry, blah, blah, blah...) to see if you want to follow through on prosecuting them or not...

Usually, at this time, the offending party doesn't like knowing there's more than one person involved in their little "joke" and a reasonable nutcase will back off...the key word here is "reasonable" - only you know what that entails...
