It will not flash on the home built reader or the built in one.
I just tested all of the pins and I only have code 10 on pin 6 and code 5 on pin 7. I cleared these and the CEL remains on.

Are you saying that your check engine light is on and you're getting one flash on pin 19? Sounds impossible. Try it again.
